Diesel Suddenly Becomes Cheaper Before Excise Tax Reduction in Latvia

On Tuesday, the average price of diesel fuel slightly decreased at the largest gas station networks in Latvia a day before the temporary reduction of the excise tax, according to data collected by the LETA agency.

At the gas station of "Circle K Latvia", the average price of diesel fuel on Monday, March 30, was 2.134 euros per liter, and on Tuesday it decreased by seven cents to 2.064 euros per liter.

Similarly, at the gas station of "Neste Latvija", the average price of diesel fuel also decreased by seven cents, from 2.117 euros per liter to 2.047 euros per liter.

Fuel retailers also lowered the price of 95-octane gasoline. In particular, at the gas station "Circle K Latvia", the price of gasoline decreased from 1.814 euros per liter to 1.764 euros per liter, while at "Neste Latvija" it dropped from 1.797 euros per liter to 1.747 euros per liter.

According to the State Revenue Service (SRS), in 2025, "Neste Latvija" was the largest retailer by volume of fuel sold, while "Circle K Latvia" ranked second.

As previously reported, starting Wednesday, April 1, the Law on Price Growth Limitation for Fuel will come into effect, which provides for temporary measures to mitigate the impact of rising fuel prices on the economy and the population.

The law stipulates a temporary reduction in the excise tax on diesel fuel from the previous 467 euros to 396 euros per 1000 liters. For marked diesel fuel used in agriculture, the excise rate is set at 21 euros per 1000 liters. The reduced rates will apply from April 1 to June 30.

The aim of the adopted regulation is to reduce the negative impact of rising fuel prices on household expenses, business costs, and the overall inflation rate. The rise in fuel prices significantly affects transportation, logistics, and other sectors, leading to further increases in the cost of goods and services.

The adoption of the law is related to the significant increase in fuel prices in international markets, caused by geopolitical events and disruptions in oil supply chains. In recent weeks, there has been a sharp rise in oil and diesel prices, which directly affects the Latvian market given the high share of fuel imports.

Considering the development of the situation, the Cabinet of Ministers has developed a temporary solution that allows for a quick response to price fluctuations while maintaining the balance of the state budget. The reduction in the excise tax partially compensates for the price increase and helps stabilize the economic environment.
