'Samолет' has approached the government with a request for a subsidized loan of 50 billion rubles. Shareholders are ready to provide a blocking stake of shares for participation in management with a buyback option.

'Samолет' is facing serious problems due to mass lawsuits from shareholders (for 43 billion rubles) over poor repairs, which has forced the company to turn to the Prosecutor General's Office. The main risks include a decline in purchasing activity due to high mortgage rates (21% in 2025), delays in the delivery of properties, and a reputational crisis (up to 98% negativity).

Financial and legal risks: 'Consumer terrorism' — mass claims for compensation for finishing work, with legal firms handling up to 70% of cases.

Decline in demand: The increase in the Central Bank's key rate to 21% has effectively frozen the mortgage market, which accounted for up to 80% of transactions.

Quality and timing issues: Negative feedback on social media is related to delays in housing delivery and low quality of work.

Legislative restrictions: From January 1, 2025, claims in disputes are limited to 3% of the contract price, and from March, the use of proprietary finishing standards is allowed, which experts believe may be a belated measure.

Change of management: The company has changed its CEO twice. Despite these factors, GC 'Samолет' remains one of the largest developers in Russia.
