The Baltics Pay Less for Gas than the EU: Why Prices in Neighboring Countries Are Almost Alike

When evaluating natural gas prices for households, in Latvia they are lower than the average in the European Union (EU), writes Diena.

According to Eurostat, in the first half of 2025, the average price of natural gas for households in the EU was €0.114/kWh (€11.43/100 kWh) including all taxes and fees, in Latvia it was about €0.08/kWh, in Estonia about €0.09/kWh, and in Lithuania about €0.07/kWh.

"The small differences in the short term between the Baltic countries are mainly due to the structure of tariffs for system services and the choice of residents between a fixed and a floating gas price," said Davis Skulte, chairman of the board of the energy company Elenger.

Overall in Europe, the level of gas prices for households is influenced by a number of factors: the purchase price of natural gas on world markets, the type of contracts (fixed or variable price), transmission and distribution tariffs, as well as taxes. In Latvia, the final price is also formed by the costs of the system operator and trader services - together with taxes, they determine what the household sees on its bill.

"Wholesale prices for natural gas for households in the Baltic countries are currently at a similar level, as a single market mechanism and similar infrastructure operate in the region - gas is supplied through the same intersystem lines and storage facilities. In Latvia, taxes, as well as the tariffs for system operator services and their structure, have a significant impact on the final cost of natural gas," says Skulte.

The natural gas market in the Baltic countries is quite integrated - supplies are carried out through regional infrastructure - a liquefied natural gas terminal, underground storage facilities, and interconnection lines.
