To promote the attraction of investments and the implementation of high value-added projects, the Ministry of Economics proposes to improve the conditions of the "green corridor" for enterprises, according to the amendments developed by the ministry to the Cabinet of Ministers' rules.
Amendments to the rules "Procedure for the Priority Provision of Public Services to Entrepreneurs" foresee tightening the qualification criteria so that the advantages of the "green corridor" can be utilized by enterprises that make the greatest contribution to the economy of Latvia. As a result, the total number of companies that will qualify for support will decrease from 536 to 259.
According to the proposals from the Ministry of Economics, to participate in the "green corridor," enterprises must have an export turnover of at least 10 million euros instead of the previous 5 million. The requirement for investments in the last two years is also planned to be excluded from the rules, so that advantages are retained only for economically significant companies.
Strategic projects at the EU level, implemented in accordance with regulations on ensuring critical raw material resources and developing zero-emission technologies, are planned to be automatically included in the "green corridor."
It is also planned to improve the accessibility of information on the state portal business.gov.lv, where, alongside the names of companies, qualification criteria and planned projects will be visible, facilitating the work of service providers and increasing transparency.
It is stipulated that state institutions will provide the Latvian Investment and Development Agency with reports on priority services rendered once a year by February 1, and the agency will assess the results and prepare proposals for improving the system. At the same time, it is planned to exclude the requirement for the assessment of companies' financial indicators.
To expedite the process of attracting foreign labor, it is planned to shorten the document review times at the Office of Citizenship and Migration Affairs, ministries, and the State Employment Agency.
To ensure uniform application of the "green corridor" rules, it is planned to supplement the rules with a reference to the norms of the law on the simplified procedure for the construction of energy supply facilities to enhance the energy security and independence of the state, concerning the environmental impact assessment procedure when constructing wind farms.
