Each state independently determines the list of languages to which the protective measures provided for by the Charter apply.
The Russian language in Ukraine is excluded from the protection of European rules. The corresponding law was signed by the President of Ukraine, Volodymyr Zelensky, on June 12, as reported by the Speaker of the Verkhovna Rada, Ruslan Stefanchuk. The law was signed six months after the Ukrainian parliament adopted it.
"The language of the aggressor state cannot use the tools of protection created to support the languages of indigenous peoples and national communities," Stefanchuk wrote on his Facebook page. He added that Ukraine "respects cultural and linguistic diversity and deprives Russian imperial influence of privileges."
This concerns Law No. 4699-IX, which excludes the Russian language from the list of languages that should be protected under the European Charter for Regional or Minority Languages. This document was adopted by the Council of Europe in 1992 and came into force in 1998. Each state independently determines the list of languages to which the protective measures provided for by the Charter apply.
