WB: Ukraine Will Need $588 Billion for Recovery

For post-war recovery, Ukraine will need nearly $588 billion over 10 years, according to a report prepared by the country's government, the World Bank, the European Commission, and the UN.

Ukraine will require $587.7 billion (about €500 billion) over 10 years to recover from the consequences of the full-scale war that began in February 2022. The estimate, valid as of December 31, 2025, was presented on Monday, February 23, by the government of Ukraine, the World Bank (WB), the European Commission, and the United Nations (UN).

This amount is nearly three times the projected nominal GDP of Ukraine for 2025, noted the country's Prime Minister Yulia Svyrydenko. According to the report, the largest expenditures—over $96 billion—are needed for the recovery of the transport sector, followed by $90 billion for housing. Next are the trade and industry sector ($63 billion) and the agricultural sector ($55 billion). Almost $28 billion will also be needed for the aftermath of explosions and demining the territory of the country.

The direct damage to Ukraine from the full-scale war has exceeded $195 billion—this is $19 billion more than the estimate published in February 2025. The frontline regions and major cities have suffered the most.
