European intelligence agencies were furious that they failed to foresee the war in Ukraine. This is reported by The Guardian citing sources.

"The whole point of an intelligence service is to predict when the next military conflict will start. And we completely messed it up," an unnamed European officer told the publication.

According to the magazine's source, European intelligence agencies were enraged by their own failure. They also insisted on conducting an internal investigation into what could have been done better at that time.
