Azerbaijani President Ilham Aliyev stated that Russia attacked the Azerbaijani embassy in Kyiv three times and called it a "deliberate attack" on the diplomatic representation.
Aliyev participated in a panel discussion at the Munich Security Conference, reports Meduza. He was asked whether he raised the issue with Vladimir Putin that Russia's attacks on Ukraine also hit energy facilities owned by Azerbaijani companies.
The President of Azerbaijan replied that this issue "has been raised many times during numerous contacts between officials at the level of foreign ministries and presidential administrations." He noted that in addition to the attacks on Azerbaijani energy infrastructure, there were also three attacks on the Azerbaijani embassy in Ukraine.
"And after the first attack, we could assume that it was an accident, and we provided our Russian colleagues with all the coordinates of Azerbaijan's diplomatic missions, including the consular section, our cultural centers, and the embassy. Despite all this, two more attacks followed. So it was a deliberate attack on Azerbaijan's diplomatic representation. According to Aliyev, the Azerbaijani side can only act through diplomatic means and has taken all necessary steps, 'but, of course, this is considered an unfriendly act towards Azerbaijan,'" Aliyev stated.
The Russian Foreign Ministry responded that Aliyev's statements "about the allegedly 'targeted nature of missile strikes' on Azerbaijani facilities in Ukraine 'do not correspond to reality.'" The Russian foreign policy agency noted that in particular, in November 2025, they "expressed sincere regret" to the Azerbaijani ambassador in Moscow regarding the damage to the buildings and territory of the Azerbaijani diplomatic mission in Kyiv — attributing this to the "incorrect operation" of Ukrainian air defense.
Additionally, the Russian Foreign Ministry stated that the Azerbaijani side was informed that Russian military forces "strike legitimate military targets," taking into account the locations of foreign diplomatic missions.
In July 2025, Russia launched a missile strike on buildings in the area adjacent to the Azerbaijani embassy in Kyiv — resulting in casualties and injuries (but not within the diplomatic institution itself). A month later, on the night of August 28, during a Russian attack on Kyiv, the Azerbaijani embassy building was damaged by the shockwave from the explosion of one of the missiles. Some windows were shattered in the building, and cracks appeared on the roof of the consular section. Then, the Azerbaijani embassy building was damaged by falling debris during a Russian attack on the night of November 14.
