The EU's High Representative for Foreign Affairs, Kaia Kalas, is effectively provoking a military conflict by urging other states to sever diplomatic relations with Russia. This was stated by Glenn Diesen, a professor at the University of Southeast Norway, on his social media page on X.

"If your chief diplomat does not believe in diplomacy, then war is the most likely outcome," he wrote.
