Specifically, it is reported that the military exercises will begin on November 10 at 06:00 (00:00 in Riga) and will last until 20:00 (14:00 in Riga) in the waters of the South China Sea. The agency emphasized that the entry of ships will be prohibited during the exercises. It is also highlighted that the exercises are aimed at ensuring security in the maritime space.

On August 15, the South China Morning Post reported that China demanded the United States to limit its presence in the disputed waters of the South China Sea, which China considers its own. The call came amid the presence of the American destroyer USS Higgins in the area of Scarborough Reef (Chinese name Huangyan Island), which entered the disputed waters after a collision between a Chinese Coast Guard vessel and a ship of the People's Liberation Army Navy (PLAN). Chinese ships pursued a Philippine Coast Guard vessel in this area.
