Saeima deputies today supported in the first reading amendments that provide for the restriction on the use of identity documents and electronic identification means for individuals evading criminal proceedings or punishment.
For this regulation to come into force, amendments must be made to the Law on Identity Documents and the Law on Electronic Identification of Individuals.
Chairman of the Legal Commission Andrejs Judins ("New Unity") emphasized that the amendments are aimed not at confiscating documents, but specifically at restricting their use. They provide for depriving individuals declared wanted of the ability to travel freely, remotely sign documents, or use state electronic services.
The amendments stipulate that the use of documents may be restricted or suspended for suspects, accused, or convicted persons who deliberately evade investigation, court, or punishment. In the area of electronic identification, it is planned to restrict access to electronic identification means and related services.
Currently, the conceptually approved amendments relate to state identification means, such as "eParaksts mobile"; however, during discussions for the second reading, the issue of other means of electronic identification may also be considered, Judins explained.
The bills form complementary regulations covering both physical and digital identity.
