A Warning: Budget Expenses Have Started to Exceed Revenues

At the end of January of the current year, a deficit of 21.5 million euros was recorded in the consolidated total budget of Latvia, according to data published by the Fiscal Discipline Council (SFD).

The Council notes that a year earlier, at the same time, there was a surplus of 37.3 million euros in the balance of the consolidated budget.

At the end of January, a surplus of 146.2 million euros was formed in the country's special budget, 51 million euros in the municipal budgets, and 31.6 million euros in the budgets of derived public entities. The main state budget recorded a deficit of 250.3 million euros.

Comparing the revenues and expenditures of January of the current year with the figures for the corresponding period in 2025, revenues increased by 3.5%, or 51.4 million euros. The most significant growth was recorded in receipts from the European Union (EU) funds: they increased by 10.1%, or 12.1 million euros.

Expenditures in January grew by 7.8%, or 110.2 million euros, reports the SFD. The most substantial increase was noted in capital expenditures: they rose by 86.5%, or 82.8 million euros.

The Council noted that in the budget law for 2026, consolidated total budget expenditures are planned at 20.9 billion euros. According to the SFD forecast, 1.5 billion euros was allocated for January, but actual expenditures in January 2026 turned out to be 58.5 million euros higher than the planned level.

Since data is only available for the first month of the year, it is premature to draw conclusions about the dynamics of annual expenditures, notes the SFD.

January expenditures accounted for 7.3% of the total expenditures planned for 2026. At the same time, revenues reached 7.9% of the annual plan.
