Political scientist Philipp Raevsky explained that ministers are political figures who are not always competent in the area they oversee. Or they may be insufficiently competent. Therefore, they invite advisors who are smarter than them in a specific field. "And if the minister assembles a good team, then everything works out for him," noted the political scientist.
