Starting from January 1, 2026, it is proposed to transfer the Tax and Customs Police (TCP) to the jurisdiction of the Minister of Internal Affairs, according to the amendments to the law on the Tax and Customs Police developed by the Ministry of Finance and submitted for approval.
Currently, the law stipulates that a new direct management institution, the Tax and Customs Police (TCP), will be established on January 1, 2026, which will take over the functions and tasks of the current Tax and Customs Police Department of the State Revenue Service. The law also provides that the new institution will be under the jurisdiction of the Minister of Finance, with oversight of its activities carried out by the Ministry of Finance.
However, as noted by the Ministry of Finance, the legal subordination of the TCP to the Minister of Finance creates limitations for effective integration with other law enforcement agencies operating under the Ministry of Internal Affairs.
Although the institution performs important tasks in detecting crimes in the tax and customs sectors, its activities are closely linked to conducting criminal proceedings, operational cooperation, and information exchange with the State Police, the Security Service, and other institutions within the Ministry of Internal Affairs and security structures. Therefore, the subordination of the TCP to the Minister of Internal Affairs would correspond to its main functions of investigating and preventing crimes in the areas of taxes and customs, while the primary function of the Ministry of Finance is to develop policy in the tax and customs sectors, rather than preventing and combating crime.
Integrating the TCP into the Ministry of Internal Affairs system will fully utilize the potential of the institution for state and public security and crime fighting. Therefore, it is necessary to change the subordination of the institution, transferring it to the jurisdiction of the Minister of Internal Affairs, to ensure a unified and coordinated approach to combating financial crimes, emphasizes the Ministry of Finance.
According to the agency, this will reduce the fragmentation of law enforcement agencies and contribute to simplifying the system of public administration, its transparency, and a unified approach to oversight of institutions.
