The Low-Price Product Basket Continues to Serve as a Stabilizing Mechanism

In spring, two important factors come to the forefront in Latvian retail: the Ministry of Economics' initiative to expand the basket of inexpensive food products and the simultaneous rapid rise in fuel prices, which may affect the cost of goods.

Although the real impact of the current tense situation on consumers' wallets remains relatively limited for now, it may become more pronounced in the future, noted Raimonds Okmanis, chairman of the board of the retail chain "Latvijas Tirgotāju savienība" ("LaTS").

Okmanis emphasizes that the low-price product basket is an important tool for supporting consumers, especially in conditions of market uncertainty. "The low-price basket helps ensure that essential goods are always available to buyers at a lower price. We view this initiative positively and see that its expansion could bring even greater benefits to consumers."

Currently, the basket includes essential food categories such as bread and cereals, dairy products, meat, fish, eggs, fruits, and vegetables. In each category, at least one of the cheapest products is offered; however, consumers often point out that the selection could be broader.

At the same time, it should be noted that global factors, especially energy prices, also influence the retail environment. In spring 2026, fuel prices rose worldwide and in Latvia, which could potentially reflect on food prices as well. Transportation and logistics costs constitute a significant part of the final price of goods, and their increase over time may be reflected on store shelves.

Nevertheless, current data shows that the rise in food prices in Latvia remains relatively moderate at this time. Overall inflation is still within approximately 2–3%, which means that the increase in fuel prices has not yet been fully passed on to consumers. This is explained by competition in the market, promotional offers, and the desire of traders to maintain price stability.

"In such a situation, the low-price basket serves as a stabilizing mechanism. It allows buyers to navigate prices and maintain the availability of essential products, even if overall market costs are rising," emphasizes R. Okmanis. Interestingly, alongside real changes in prices, the psychological mindset of consumers plays an important role. Even if the price increase is insignificant, news about potential price hikes can influence purchasing habits. People become more cautious, more often choose promotional items, and plan their purchases more carefully.

This trend is confirmed by research: a significant portion of consumers acknowledges that the low-price basket helps save money, indicating a high sensitivity to prices. This means that even small price fluctuations or expectations of increases can affect consumption patterns.

R. Okmanis believes that in such a situation, it is important to strengthen trust in the market and ensure clear communication: "It is important for buyers to understand that even with fluctuations in costs, traders are seeking solutions to keep prices affordable. The low-price basket is one way to achieve this."

In this context, expanding the low-price basket could become an important tool that helps reduce both real and perceived price pressure. This not only ensures the availability of essential products but also strengthens consumers' confidence that everyday purchases remain manageable.
