New Construction Registration - in One Click on the Computer

Since January 6 of this year, to register a new construction project in Latvia, the landowner only needs to submit a single application to the Construction Information System (CIS), supported by the State Construction Control Bureau (SCCB).

After this, registration in the Cadastre Information System, managed by the State Land Service, and then in the State Unified Computerized Land Book is carried out automatically.

In the first week after the new procedure came into effect, out of 516 construction projects registered in the Information System, unified registration was conducted for 234. Minister of Economics Viktor Valainis called the unified construction registration one of the most significant reforms implemented in the construction sector over the past ten years. According to him, it will contribute to the growth of investments and help reduce Latvia's previous lag in construction investment compared to Lithuania and Estonia by 4-5 billion euros.

"The biggest benefit of the new procedure is a significant reduction in the time from submitting a construction application to commissioning the object," noted the minister. "Previously, this took about a year and a half; now the implementation of the project will be possible within one season."

He also emphasized that no separate measurements will be required before commissioning the object. For instance, the cadastral measurement of a warehouse with an area of 36,000 sq. m previously cost 10,273 euros, while the unified registration of data about the structure will cost 1,048 euros, resulting in savings of 9,225 euros. For a private house with an area of 250 sq. m, the savings will be about 528 euros. Additionally, the time between the completion of construction work and the acceptance of the object for operation will be significantly reduced.

Head of the State Construction Control Bureau Baiba Vitolinya reported that since January 6, the new procedure for registering construction projects has been implemented without any disruptions.
