The Latvian bureaucracy has run out of its own ideas for reducing bureaucracy, so an outside perspective is necessary — that is why the civil service itself suggests involving an independent expert in this work, reports LTV.

This person would be tasked with boldly assessing how to reform public administration. One of the possible candidates mentioned is entrepreneur representative Janis Endzins.

The working group created in March to reduce bureaucracy presented 21 proposals in April on how to decrease bureaucracy in public administration. Since then, some of them have already been implemented or are in the process of being implemented, while the group's work itself is stagnating.

As a result, the fighters against bureaucracy thought and decided: to continue their work, an external impulse is necessary, as the civil service is unable to objectively assess itself. Hence, the idea arose to attract a leader and a team from outside.

"They simply need external courage. Internally, we feel that there have already been enough reforms, and there are so many changes. We want the system to stabilize and start working. But society expects more active actions from us," said the director of the State Chancellery, Raivis Kronbergs.

The new team is expected to work daily. However, payment for the work is not planned.

"This should be voluntary work, and the state administration will assist with its resources — facilities, specialists. We have an innovation laboratory with facilitators, and we could involve them in the process," added Kronbergs.

For reference: a facilitator is a specialist who helps a group of people communicate effectively, achieve common goals, and make decisions.
