The list of recommendations with criteria states that the evaluation will be based on sociological research.
The Ministry of Culture has sent for approval to the Ministry of Digital Development a list of criteria for assessing viewers' perception of traditional values in video content created with state participation. This follows from a document from the end of September, which is available to Kommersant.
The recommendations were developed jointly with the Ministry of Digital Development and 'development institutions.' They will be aimed at evaluating content in theatrical releases, on public television channels, online platforms, and 'other video services' in Russia.
The list of recommendations with criteria states that the evaluation will be based on sociological research, surveys, and questionnaires conducted annually or following releases. The questions will focus on assessing levels of 'emotional impact, satisfaction, and usefulness,' as well as 'willingness to recommend content to other users.'
Additionally, quantitative indicators will be taken into account — for example, the number of views, 'completion rate,' and analysis of media mentions. Questionnaires may be adapted to the specifics of the project or platform. Furthermore, the document indicates that it is planned to determine what percentage of views of Russian films and series occupy in online cinemas, TV broadcasts, and theatrical releases out of their total number.
Earlier, Russia introduced a ban on the propaganda of LGBT through various media, including cinema, following a decision by the Supreme Court of the Russian Federation recognizing the 'international public movement of LGBT' as an extremist organization. This means that any content that can be regarded as propaganda, including in films, is prohibited and subject to prosecution.
