Germans plan to build 109 km of railway in a quarter of a century

The new high-speed railway line between Hamburg and Hanover is expected to be completed by 2050. The 109-kilometer route will connect Hanover-Winnhorst with Hamburg-Meckelfeld and is intended for high-speed ICE trains. However, concerns about costs, delays, and environmental damage have sparked debates over the project's feasibility.

The construction cost is estimated at 8.8 billion euros, although total expenses could exceed 14 billion. The benefit-cost ratio is 1.5, but considering all risks, it could drop below one, raising doubts about economic efficiency. Nevertheless, the Federal Railway Authority confirms that the chosen route complies with legal norms and financial viability standards.

The line is primarily intended for long-distance travel, rather than local passengers in the Heidekreis area—even with planned stops. Additional stops, if they arise, will be funded and managed by regional authorities, not the federal government. Critics argue that upgrading existing routes could more effectively address current transportation issues.

Environmental risks also raise serious concerns. The preferred route option avoids most commercial areas and bodies of water, but alternative routes pose even greater threats to the environment. Significant encroachment into natural areas is expected, and some residents will find themselves squeezed between the new railway and existing highways.

Completion of construction is scheduled for 2050, although delays until 2063 are possible. The economic and environmental challenges of the project remain subjects of intense debate. Regional stakeholders continue to weigh the benefits of new infrastructure against the costs of upgrading existing networks.
