Latvian Businesses Seek Advice from the State Revenue Service and Experts. The Ministry of Finance is Not Trusted

If entrepreneurs need clarification on issues related to taxes and financial matters, the State Revenue Service (SRS) is chosen as the main source of information.

The institution responsible for taxes and customs is recognized as an important opinion leader by three out of four businesses surveyed by Jumis Pro.

Industry experts also enjoy the trust of the business community, whose opinions are valued even more than the official clarifications provided by their organizations or institutions.

In turn, a significantly smaller circle of respondents trusts ministries, professional associations, and local governments.

The State Revenue Service is considered the main opinion leader by 73.2% of all respondents, confirming that the prestige of the institution has significantly increased. In a similar survey by Jumis Pro three years ago, only 26.1% of entrepreneurs considered the State Revenue Service an opinion leader.

Industry experts also cannot complain about their reputation, as they are listened to by 69.3% of all respondents. Developers of accounting software are also highly valued, as 37.6% of business representatives trust them on issues related to taxes, payroll, and similar matters.

Professional associations, in general, have maintained their level of trust. The Latvian Association of Accountants, the Latvian Association of Information and Communication Technologies, and others are consulted by one in three respondents. Three years ago, the highest-rated association was the Latvian Chamber of Commerce and Industry, which at that time was considered a significant opinion leader by 29.6% of respondents.

The opinion of the Ministry of Finance interests only 29.2% of entrepreneurs, while 27% listen to authors of professional literature, and only 2.7% turn to local government for advice.

"Opinion leaders play an exceptionally important role in the flow of information, as well as in understanding and clarifying important issues. It is gratifying to know that most entrepreneurs in Latvia have already found reliable sources of information and that truly respected opinion leaders are on this list. We highly value the opinions of entrepreneurs, which is why we invite those specialists who are considered worthy and reliable information providers in the industry to speak at our events. This will also be the case at the video seminar on March 12, 'E-Invoices 2026: From Requirement to Everyday Work. What Has Been Done and What Still Needs to Be Done,'" emphasizes the head of Jumis Pro, Viesturs Slaidinš.

The survey was conducted in January 2026, with 518 small, medium, and large enterprises in Latvia surveyed.
