Currently, under public pressure, the number of wind turbines in the "Riebini" wind farm project has been reduced from 35 to eight to ten, with a maximum height of up to 285 meters.

The Construction Authority has decided that a public discussion is necessary regarding the construction initiative proposed by Latvenergo — "Turbines of the Wind Power Plant Park 'Riebini', Riebini Parish, Preili County."

The Construction Authority reviewed the application submitted by Latvenergo for construction and the accompanying construction project. Specialists determined that the construction initiative does not contradict the Territorial Planning of Preili County; however, its implementation may significantly affect the surrounding real estate and landscape.

Based on the Construction Law, public discussions of construction initiatives are held when creating socially significant objects and socially significant decisions in public spaces. Considering the planned height of the wind turbines, the wind farm should be regarded as a socially significant object, concluded the Construction Authority.

In this regard, it has been established that Latvenergo must submit the documents necessary for conducting a public discussion to the Construction Authority by February 18, 2026.
