The Ministry of Climate has presented a detailed overview of the process related to the construction of a nuclear power plant in Estonia, writes ERR.

According to Minister of Energy and the Environment Andres Sutty (Reform Party), the final decision on the establishment of a nuclear power plant in Estonia may not be made until 2030, after all necessary legal and planning frameworks are approved.

In response to a query from Riigikogu member Alexander Chaplygin (Center Party), the minister emphasized that the state will not build the nuclear power plant itself but will only create the legislative and supervisory framework.

According to the minister, this is a project initiated by the private sector, but the state is establishing the framework that will allow for permits to be issued and for compliance with all safety standards to be monitored.

Andres Sutty explained that the process of constructing a nuclear power plant includes three main stages: the parliament's adoption of the Nuclear Energy and Safety Act, the government's approval of state planning, and the subsequent issuance of permits for construction and operation.

Special planning began in May 2025, and the Nuclear Energy and Safety Act is currently under development, with public discussions expected to start no earlier than the first quarter of 2026, the minister added.

"The final decision on the construction of the nuclear power plant is possible no earlier than 2030, after the legal framework and accompanying legislative acts are approved," noted Andres Sutty.

Currently, Fermi Energia remains the only company that has publicly expressed readiness to build a nuclear power plant in Estonia.
