The funds, borrowed on behalf of the state, were allocated to the public railway infrastructure management company LTG Infra, which is part of the LTG group, to balance its income and expenses.
In 2022, the company was allocated 59.96 million euros, in 2023 - 60.61 million euros, in 2024 - 65.63 million euros, and in December 2025 - another 80.78 million euros, the company reported to BNS.
According to the Ministry of Transport and Communications, the decline in the company's revenue was caused by a fundamental change in the geopolitical situation, sanctions against Belarus imposed by Lithuania and the European Union in 2021, and the cessation of the transit of fertilizers from Belaruskali through the port of Klaipeda, as well as retaliatory sanctions from Belarus against Lithuanian railway companies and carriers.
In addition, Russia's military aggression against Ukraine, which began in February 2022, led to the loss of a significant market share for LTG Infra and a critical decline in revenue.
In April 2022, the ministry and LTG signed an agreement under which financial assistance is provided to the railway infrastructure, allowing LTG Infra to reduce losses while maintaining attractive taxes for businesses using it.
The transit of Belaruskali from the border with Belarus to the port of Klaipeda had been carried out for over a decade and was halted on February 1, 2022, after the government confirmed that the contract between LTG and Belaruskali, which was supposed to be in effect until the end of 2023, did not align with national security interests.
LTG Cargo transported about 11 million tons of Belaruskali fertilizers annually.
