The total cost of recovery in Ukraine by December 31, 2025, amounts to $588 billion (over 500 billion euros) over the next decade, which is almost three times the projected nominal GDP of Ukraine for 2025.

This updated "Rapid Damage and Needs Assessment (RDNA5)" was released by the government of Ukraine, the World Bank Group, the European Commission, and the UN on February 23.

"Support helps us urgently repair our critical infrastructure so that the country continues to function, as well as continue systematic recovery measures focused on energy projects and housing for our people," commented Prime Minister Yulia Svyrydenko on the results.

Last year, the needs assessment was $524 billion, the year before that - $486 billion, and the year before that - $411 billion.

It is noted that the RDNA5 assessment, which covers the damage incurred over nearly four years from February 24, 2022, to December 31, 2025, shows that direct damage in Ukraine has now reached $195 billion compared to $176 billion in the RDNA4 assessment and $152 billion in the RDNA3 assessment.

"The residential, transport, and energy sectors have been the hardest hit. Losses, damages, and needs remain concentrated in frontline areas and megacities," the document states.
