Russian citizens living abroad will be required to report receiving a residence permit. Otherwise - a criminal case

The Ministry of Foreign Affairs of the Russian Federation proposes to require Russian citizens living abroad to notify Russian consulates within 60 days about receiving a residence permit (ВНЖ) or second citizenship. As reported by "Meduza," this is stated in the draft federal law.

According to current legislation, Russians who have obtained a residence permit in a foreign country or citizenship of another country must notify the Ministry of Internal Affairs of the Russian Federation within 60 days after entering Russia. If a Russian citizen is abroad, they are not required to report the receipt of a residence permit or citizenship.

The explanatory note from the Ministry of Foreign Affairs of the Russian Federation notes that currently the registration of Russians at consular offices occurs in a "strictly notification order." The proposed amendments require Russians to submit a notification of receiving a residence permit or citizenship "regardless of their place of residence - within the territory of the Russian Federation or outside its borders."

Violation of the new rules will be punishable under Article 330.2 of the Criminal Code of the Russian Federation - failure to fulfill the obligation to submit a notification about citizenship or residence permit. This article provides for a fine of up to 200,000 rubles or in the amount of the convicted person's income for a period of up to one year or compulsory labor for up to 400 hours.

The bill also introduces the concept of "a citizen of the Russian Federation permanently residing outside the Russian Federation" - that is, a person who, in addition to Russian citizenship, has citizenship of a foreign state, a residence permit, or "another document confirming the right to permanent residence" outside the Russian Federation.

The explanatory note states that Russians who have already obtained foreign citizenship or a residence permit before the new amendments come into force must notify the consulates about this within a year after the law comes into force. The document states that the new law is planned to come into effect on January 1, 2028.
