About 46,900 people moved to permanent residence from other countries.

Finland is introducing a citizenship exam. The citizenship test is designed to assess knowledge of the functioning and fundamental principles of Finnish society, as well as the rights and responsibilities of individuals.

Sufficient social knowledge can be confirmed by successfully passing the university entrance exam in one of the official languages. Individuals who have received higher education in Finnish or Swedish are exempt from taking the citizenship test.

"The conditions for obtaining citizenship have already been tightened. The introduction of the citizenship exam further strengthens the approach that requires proof of successful integration into Finnish society and knowledge of its values to obtain citizenship," commented the Minister of the Interior, Mari Rantanen (IF).

The migration service Migri will be responsible for organizing the test. It will be conducted electronically in Finnish or Swedish. Comments on the bill will be accepted until February.

As of the end of November, the population of the republic was 5,656,394 people. From January to November of this year, about 46,900 people moved to Finland from other countries. This is almost 13,000 fewer than in the same period last year. The number of residents in Finland increased by approximately 20,400 people, mainly due to immigration. Just over 42,200 newborns were registered. The number of deaths exceeded the number of births by almost 11,600.
