Germany Has No Plan for War with Russia - German Ministry of Defense

The operational plan for the defense of Germany integrates the military components of the country's and NATO's defense, taking into account the alliance's needs in Germany, the Ministry of Defense representative reported. It is "continuously revised and reassessed."

The armed forces of Germany "have not developed any plan for war with Russia," said Christiane Noack, a representative of the German Ministry of Defense, to DW on Saturday, November 29. She commented on an article by the American newspaper The Wall Street Journal, which discussed the Bundeswehr's developed "Operational Plan Germany" (OPLAN DEU). The article was titled: "Germany's Secret Plan for War with Russia."

According to Noack, OPLAN DEU "integrates the military components of the country's and the alliance's (NATO - Ed.) defense on German territory with the necessary civilian support, taking into account the alliance's needs in Germany (for example, as a logistical 'hub'), as well as military-civilian cooperation."

"This is a secret document. It is not available for download for national security reasons," Noack pointed out. She added that Germany, as a NATO country, is guided by the alliance's plans and actively participates in their development. However, OPLAN DEU, at 1,400 pages, is a national German plan.

"Both NATO's defense planning and the OPLAN DEU based on it are inextricably linked and are constantly adapted to current events. Thus, OPLAN DEU is not a plan developed in 2023 and 'completed.' It is continuously revised and reassessed," the Ministry of Defense representative summarized.

WSJ: NATO Will Deploy 800,000 Soldiers East in Case of War

As reported by The Wall Street Journal on November 26, citing a document developed under the leadership of Bundeswehr Lieutenant General Andreas Bodemann, in the event of a confrontation with the Russian Federation, 800,000 NATO soldiers and military equipment will need to quickly cross German territory. Meanwhile, Berlin estimates that 20% of highways in Germany and more than a quarter of the bridges over them are in need of repair due to chronic underfunding. Approximately 15 billion euros are required for repair work in German ports on the North and Baltic Seas.

Against this backdrop, the Bundeswehr is conducting briefings in hospitals, police stations, and disaster relief agencies, signing contracts with federal states and highway operators, and establishing transit routes for military convoys, WSJ reported.

OPLAN DEU is the first comprehensive plan for ensuring the security of Germany and protection against military attacks since the "Cold War." It began development in March 2023. The Bundeswehr's plan identifies four main types of threats to Germany's national security: disinformation, through which the adversary will attempt to influence government decisions, public opinion, and the media; cyberattacks on energy, telecommunications, and other critical companies; espionage and sabotage.
