The head of the State Department conveyed to European allies that the U.S. will provide Ukraine with security guarantees after the peace deal is concluded, the publication writes. At the same time, Marco Rubio emphasized that such guarantees are a priority for the U.S., DW reports.

U.S. Secretary of State Marco Rubio conveyed to European allies that Washington would agree to provide Ukraine with any security guarantees only after a peace deal is concluded. This was reported on Wednesday, November 26, by the online publication Politico, citing an unnamed European diplomat and a person familiar with the negotiations.

According to these sources, such a condition was included in the proposals sent by the U.S. to Kyiv last week.

Ukraine considers the provision of security guarantees by the West as a cornerstone for concluding a peace agreement with Russia, the publication reminds. At the same time, U.S. President Donald Trump allegedly stated that he "would not invite Ukrainian leaders to the White House" until the deal is signed, the article further states.

Security Guarantees for Ukraine

The messages coming from the administration of U.S. President Donald Trump are "multilateral," according to the publication. Thus, during a phone conversation with European representatives on November 25, Marco Rubio stated that security guarantees for Ukraine are a priority for the Trump administration and that they are being discussed separately, outside of other provisions of the peace deal that have already been agreed upon.

The U.S. wants to quickly adopt all provisions as a single package, the publication quotes an unnamed European diplomat.

Additionally, the U.S. Secretary of State mentioned in general terms other issues related to the peace agreement during his conversation with Europeans. According to the source, these concerns involved Ukraine's territorial integrity and frozen Russian assets.

"Some European countries fear that the Trump administration will tip the scales in favor of Russia," the publication states. "No mention of human rights, humanitarian law, international law, or principles. This creates a new architecture of European security, full of holes," journalists quote one of the diplomats.
