In a year, peaceful Ukrainians have been dying from the war 26% more often

From January to October 2025, Russian airstrikes in Ukraine resulted in the deaths of 548 civilians - more than a quarter more than in the same period last year, according to the report from the UN Monitoring Mission.

From January to October 2025, as a result of Russian airstrikes in Ukraine, 548 civilians were killed and 3,592 were injured - this is stated in the report published on Tuesday, November 25, by the UN Human Rights Monitoring Mission in Ukraine (HRMMU). In the same period in 2024, these figures were 434 and 2,045, respectively. Thus, over the year, the number of civilians killed by long-range Russian attacks in Ukraine increased by 26%, and the number of injured by 75%.

According to the report, in Kyiv, the number of civilian casualties in just the first 10 months of this year was almost four times higher than for the entire year of 2024. In other major cities in Ukraine, such as Dnipro and Zaporizhzhia, significantly more civilians have also been killed, the UN added. The monitoring mission indicates that the increase in casualties is linked to the intensification of Russian air attacks, some of which have recently involved more than 500 missiles and drones simultaneously.

"In addition to the horrific human toll, residential buildings and public infrastructure are also being destroyed, the restoration of which may take years," emphasized Danielle Bell, head of the UN Human Rights Monitoring Mission in Ukraine. The organization's report mentions recent waves of attacks on the country's energy infrastructure, which have led to severe electricity shortages in many regions of Ukraine as winter approaches and temperatures drop.

The population of frontline areas, the elderly, and women are particularly suffering

According to the monthly report from HRMMU, in September, 69% of all civilian casualties in Ukraine were in areas near the front line. This particularly applies to the Donetsk and Kherson regions. The UN monitoring mission points out that in many cases, the victims of Russian strikes are elderly people who often remain in their hometowns and are reluctant to evacuate.

Additionally, there is a high number of casualties among Ukrainian women. From February 2024 to October 2025, at least 4,403 women and 314 girls were killed across Ukraine, said Sabine Fraser, a representative of UN Women, at a briefing in Geneva. She noted that strikes on infrastructure and transportation particularly affect women, as they spend more time at home and use public transport more often.
