The U.S. is developing a plan to end the war in Ukraine, consulting with Russia

The administration of U.S. President Donald Trump is working with Russia on a 28-point plan to end the war in Ukraine, reports Axios, citing representatives from the U.S. and Russia, as noted by LETA referencing BBC.

According to sources not disclosed by Axios, the plan consists of 28 points divided into four main categories: peace in Ukraine, security guarantees, security in Europe, and future relations between the U.S., Ukraine, and Russia. It remains unclear how one of the most contentious issues—control over the territories in Ukraine occupied by Russia—will be resolved.

On Monday, Axios spoke with the special envoy of Russian President Vladimir Putin and head of the Russian Direct Investment Fund, Kirill Dmitriev, who expressed optimism regarding the successful implementation of the plan, stating: “We have a sense that Russia's position has indeed been heard.” He reminded that from October 24 to 26, he spent three days in Miami with Trump's special envoy Steve Witkoff. A source in the U.S. confirmed that Witkoff is leading the work on the plan and is actively in contact with Dmitriev.

Axios notes that it remains unclear how Ukraine and its European allies will respond to this plan. This week, Witkoff met in Miami with the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, and discussed his plan with him. A source from Ukraine told Axios that Kyiv is aware that “the Americans are preparing something.” A source from the U.S. added that Washington has already begun briefing European allies on its plans.
