According to him, he had previously warned Ukrainian President Volodymyr Zelensky about the "catastrophic consequences" of abolishing the National Anti-Corruption Bureau of Ukraine (NABU) and welcomed the decision to refrain from closing this agency.

"However, the truth has already come to light. Therefore, I warn everyone who has a voice in this matter: beware of corruption, beware of this Russian model, because you will lose the war if you tolerate it," Tusk warned.
He stated that he had warned Zelensky that corruption in Ukraine is "one of the key narratives of Russia and pro-Russian parties in Europe." "Some even believed it was more corrupt than Russia. I told him to be careful even with the most minor manifestations of corruption," said the Polish Prime Minister.
Corruption scandal in Ukraine
NABU and the Specialized Anti-Corruption Prosecutor's Office (SAP) announced on November 10 the uncovering of a large-scale corruption scheme surrounding the state energy company "Energoatom." The scandal involves ministers of the current Ukrainian government, long-time associate of the president Timur Mindich, and financier Alexander Tsukerman. On the same day, law enforcement conducted searches at Mindich's location, at "Energoatom," and at the Ukrainian Minister of Justice Herman Halushchenko. Mindich himself left Ukraine shortly before this.
