Goals in the 83rd and 93rd minutes were scored by Oleksandr Zubkov and Oleksiy Hutsulyak.
The Ukrainians finished second in Group D, surpassing the Scandinavians, and will play in the playoff matches.
The quartet was won by the French, who directly qualified for the World Cup, which will take place in the USA, Canada, and Mexico from June 11 to July 19.
