Two municipalities did not apply for security clearance for executive directors

Two municipalities did not apply for security clearance for executive directors, the Security Police (SP) reported to the LETA agency.

The Security Police also continues to assess the compliance of two executive directors and one deputy executive director for work with state secrets.

This year and last year, the Security Police issued seven special permits for access to state secrets for executive directors of municipalities and five for their deputies. All assessed individuals were granted special permits for a period of five years, the service noted.

Due to identified risks to the security of protected information, in one case, the service decided to deny the executive director access to state secrets. The LETA agency has already reported that access was not granted to the former executive director of the municipality of Rezekne.

In turn, the service issued special permits for a reduced term — for one, two, or three years instead of the maximum five years — to eight executive directors of municipalities and their deputies. The special permits were issued for a reduced term due to identified risk factors, which, according to the law "On State Secrets," are not yet sufficient grounds for denying the issuance of a permit, the Security Police explained.

This year and last year, the Security Police issued 112 special permits for access to state secrets for senior officials of municipalities — chairpersons of councils and their deputies.

Of these officials, 94 were granted special permits for the full term, that is, for five years, while 18 officials — eight chairpersons and ten deputy chairpersons — were issued permits for a reduced term. Among them, three chairpersons were granted permits for one year, while the remaining chairpersons and deputy chairpersons received permits for two years.

So far, the Security Police has denied special permits to three senior officials of municipalities: two chairpersons and one deputy chairperson.

Currently, the Security Police continues to assess the compliance of five deputy chairpersons of municipalities for work with state secrets.

One chairperson of a municipality and three deputy chairpersons of municipalities received special permits already in 2024, when they held other positions that required access to state secrets. These individuals did not need to undergo a repeated check.

As reported, on June 1, 2024, a requirement came into force for executive directors of municipalities and their deputies to obtain special permits for access to state secrets.
