The project of the century has been implemented for two decades without a clear law!
Surprisingly, but true: the Rail Baltica project was launched more than 10 years ago, yet there is still no law regulating all aspects of the implementation of this century project worth tens of billions of euros, and determining the responsible structures and officials for the project. It should be noted that only at the end of last year did the relevant draft law come from the government to the Saeima, and yesterday the members of the Economic Affairs Committee began initial discussions on this document.
Parliamentarians are convinced that the coordination of the project and responsibility for the overall implementation should be legally assigned to the head of government — at this stage, that means Edvīns Šneps. The Ministry of Finance should be legally responsible for attracting funding for the project's implementation.
Lawmakers want to legally obligate the government to regularly report to the Saeima on the progress of the mega-project.
The law is expected to be adopted in its final reading in early March. However, no matter how perfect the law turns out to be, it will not solve the main problem — the acute shortage of funds for its implementation!
