Expert: Latvia Should Not Touch the Second Pension Level

Will Latvia follow the path of Estonia and Lithuania?

As is known, Estonia allowed residents who have not reached retirement age to withdraw all their savings from the second pension level for certain purposes two years ago. And now, starting January 1, 2026, residents of Lithuania will be able to withdraw 20% of their savings from the second pension level. Should our country follow the example of its neighbors?

"In Estonia, many are already complaining about that decision, as they realized it was a mistake. And in Lithuania, this decision will not lead to anything good. Of course, I don’t know what our politicians have in mind; discussions about the second pension level will surely take place here as well, but I would strongly advise against following the path of Lithuania and Estonia. Latvia's pension system is considered one of the most stable in the world. I think we should not give up this 'banner'," said Edgars Volskis, a doctor of economics and pension expert, in an interview with TV-24.
