The parliament will have to reconsider the bill.
So, today closer to the evening, President Edgars Rinkēvičs decided to exercise his constitutional right and return the bill on Latvia's withdrawal from the Istanbul Convention for re-examination by the Saeima! It should be noted that this is the first time in 2.5 years of his presidency that Rinkēvičs has taken such a step - returning a bill to parliament!
According to the Constitution, if the head of state returns a bill to the Saeima, the parliament, without debate, forwards the document to the relevant committee, and at this stage, the deputies are entitled to consider only those proposals to the bill that were submitted by the president. If the Saeima decides to reject all proposals (amendments) from the head of state and vote again on the bill in the form in which it was previously adopted, then the president cannot object a second time - he will be obliged to proclaim the law. How the deputies will act - we will find out in the next couple of weeks. But it is clear that we are in for a continuation of the parliamentary saga regarding the Istanbul Convention.
