While individual electoral commissions continue to count votes and personal marks for candidates, the possible composition of the 15th Saeima of Latvia is gradually becoming clear. According to preliminary data from the Central Election Commission (CEC), the largest faction may be the "United List" (AS).
The final personal composition of the parliament has not yet been determined: the counting of "pluses" and deletions that could change the order of candidates within party lists is still ongoing. The Central Election Commission emphasizes that the final official results of the elections must be approved later.
Kurzeme
Out of 11 mandates, six are preliminarily awarded to the "United List". Among the candidates from AS with the highest support are Maris Kucinskis, Linda Matisone, Edgars Putra, Raivis Kalejs, Janis Dzerins, and Nellija Kleinberga.
One mandate each is awarded to the National Alliance (NA), "Latvia First" (LPV), "Sovereign Power/Union of Young Latvians" (SV/AJ), "Progressives", and "New Unity" (JV).
Currently, leading in these lists are Arturs Butans, Ramona Petravica, Edgars Darznieks, Agnese Lace, and Inga Berzina.
Latgale
Out of 12 deputy seats, five are preliminarily allocated to LPV. The highest results within the list are shown by Olga Petkevicha, Alexander Bartashevich, Alexey Matskevich, Victoria Pleskane, and Ekaterina Ivanova.
AS and SV/AJ each receive three mandates. From the "United List", Juris Vilyuma, Valdis Kotans, and Raimonds Vejonis are vying for deputy seats, while from SV/AJ, Vyacheslav Stepanenko, Andrey Yakovlev, and Leontiy Moroz are in contention.
Another mandate is expected to be awarded to a representative of the National Alliance. Currently, the highest support within the list is for Roland Keishs.
Zemgale
Out of 13 mandates, six are preliminarily awarded to AS. Leading within the list are Edgars Tavars, Andris Skrides, Inga Priede, Ilmars Luksts, Juris Lazdins, and Baiba Atmane.
LPV and the National Alliance may each receive two seats. Leading for LPV are Edmunds Zivtinsh and Aivars Kraps, while for NA, Janis Vitenbergs and Edvins Shnore are in the lead.
One mandate is preliminarily awarded to Atis Shvinka from the "Progressives", Edmunds Yurevits from "New Unity", and Andrey Pagors from SV/AJ.
Vidzeme
Here, 26 mandates are distributed. According to preliminary results, half of them — 13 — may be awarded to the "United List".
Among the potential deputies from AS are Raimonds Bergmanis, Edvards Smilten, Aiva Viksna, Cheslavs Batnya, Dagnis Straubergs, Peteris Dimants, Renars Putnins, Davis Melnalxnis, Andrejs Svilans, and Anete Bika.
For the remaining three seats from AS, Andis Caunitis, Valdis Karklins, and Martins Prisis are currently in contention. However, the results here are quite close, so after the full counting of personal marks, the names of potential deputies may change.
From the National Alliance, Janis Dombrova, Inara Murniece, Ugis Mitrevics, and Janis Grasbergs may enter the Saeima.
From LPV — Linda Liepina, Edvards Zivtinsh, and Dana Shlesere.
From SV/AJ, Karina Sprude and Alexey Ignatiev may become deputies, from "New Unity" — Ainars Latkovskis and Evika Silina, from "Progressives" — Andris Sprude and Jana Simanovska.
Riga
In the Riga electoral district, the most seats are distributed — 38. This also includes the votes of Latvian citizens who voted abroad.
According to the current results, AS may receive 14 mandates in the Riga district. Among the potential deputies are Andris Kulbergs, Janis Enzis, Liga Mengelsone, Karina Mikelsone, Guntars Vitols, Liene Apine, Martins Brencis, Edgars Shtelmahers, Janis Urtans, Viesturs Vitovskis, Maris Ozolins, Agnese Kupacha, Valters Bolevics, and Janis Sterniniek.
SV/AJ preliminarily receives seven seats. Deputies may include Yulia Stepanenko, Rudolf Bremanis, Lyubov Shvetsova, Yulia Sokhina, Natalia Abola, Inna Dyeri, and Artur Klebahs.
LPV may receive six mandates — they are preliminarily awarded to Ainars Shlesers, Regina Lochmele, Andrey Klementyev, Robert Zemaitis, Maya Armaneva, and Evgenia Shafranek.
The "Progressives" may have five deputies from Riga — Andris Shuvaevs, Mairita Luse, Antonina Nenashova, Martins Hirshs, and Selma Levrenze.
"New Unity" and the National Alliance preliminarily receive three seats each. From JV, Baiba Braze, Andrejs Judins, and Inese Libina-Egnere may enter parliament, while from NA — Ilze Indrikson, Nauris Puntulis, and Ivars Abolins.
AS may receive 42 seats
After counting more than 95% of the votes, the "United List" is convincingly leading. According to preliminary data provided by LETA, AS receives 35.34% of the votes. Following are LPV with 13.08%, SV/AJ — 11.69%, the National Alliance — 8.95%, the "Progressives" — 7.73%, and "New Unity" — 6.35%.
ZZS remains below the five percent barrier with a result of 4.46%.
With this distribution of votes, AS could receive 42 seats in the 100-seat Saeima, LPV — 17, SV/AJ — 14, the National Alliance — 11, the "Progressives" — nine, and "New Unity" — seven.
If this result for AS holds after the counting is completed, 42 mandates will become the largest representation of a single political force in the Saeima since the restoration of Latvia's independence. For comparison, "Latvian Way" received 36 seats in 1993, "Unity" received 33 in 2010, and "Harmony" received 31 in the snap elections of 2011.
However, it is still too early to name the final composition of the 15th Saeima: the counting of votes and especially personal "pluses" and deletions is still ongoing, so the order of candidates within the lists may change.
