Without a Ticket on the Train

– If a controller discovers a passenger who has violated the rules (traveling without purchasing a ticket in advance or without registering), the violator is subject to a penalty in the form of a monetary fine. The fine can be paid on the spot to the controller. Payment can be made either in cash or by bank card. If paid on the spot, the fine will be 25 euros, which is half of the full amount.
If the violator does not wish or is unable to pay the fine to the controller on the spot, they will later receive a bill for the full amount, which is 50 euros. The bill must be paid within 30 days.
If a passenger is entitled to a discounted fare but travels without a valid ticket, the fine will be 7 euros (if paid on the spot to the controller). If the fine is collected later via a bill, the amount will be 15 euros.
As for transporting luggage or animals on the train without a valid ticket, the fine will be 5 euros if paid on the spot, and 10 euros if billed later.
Without a Ticket on the Tram
Baiba Bartasevichi-Feldmane, Head of Public Relations at “Rīgas Satiksme”:
– For unpaid travel (that is, either a ticket was not purchased or was purchased but not validated), a monetary fine is imposed on the passenger.
If paid immediately on the spot, the amount is 15 euros. If the violator receives a bill for late payment, they will have to pay double - 30 euros.
The same amounts will apply if a person simply bought a ticket but never validated it (that is, did not scan it at the validator): merely having a ticket does not constitute payment for travel.
In a situation where a passenger has already started using a ticket (for example, for 90 minutes, for a month, etc.) but for some reason did not validate it during an intermediate trip (that is, did not scan the ticket at the validator), the passenger may also be fined: if paid on the spot, the amount will be 3 euros, and if billed for later payment - 5 euros.
