Latvia and Ukraine to Agree on Driver's License Exchange. What Does This Mean?

Latvia and Ukraine are preparing to simplify the lives of thousands of drivers: the exchange of driver's licenses between the countries may become possible without exams, while medical checks will remain.

On Tuesday, January 27, the government will consider a draft regulation prepared by the Ministry of Transport for signing an agreement between Latvia and Ukraine on mutual recognition and exchange of driver's licenses, according to information on the legal acts portal. The ministry explains that the agreement will allow citizens of Latvia and Ukraine to exchange their driver's license issued in their country for a license from the other country without taking exams.

Currently, according to regulations, driver's licenses issued outside the European Union, the European Free Trade Association, or the United Kingdom, as well as in countries with which no relevant international agreement has been concluded, can only be exchanged after passing a driving exam.

The ministry notes that the agreement on exchanging driver's licenses without exams is one of the priorities of the Ukrainian Cabinet of Ministers in relations with EU countries. Thus, the agreement provides for mutual recognition of driver's licenses issued by both countries and their exchange without taking exams. To obtain a driver's license from the other country, one must apply to the competent authority of that country, which in Latvia is the Road Traffic Safety Directorate. Before the exchange, the driver must present the original driver's license issued in their country along with a certified translation. Medical checks required by the national regulations of the issuing country will also be necessary.
