As of October 31, 2025, there were a total of 4.3 million Ukrainian citizens in the EU who fled from the war.
The EU countries that accepted the highest absolute number of temporary protection recipients from Ukraine were Germany — 1,229,960 people, accounting for 28.6 percent of the total in the EU, Poland — 965,005 people, or 22.5 percent, and the Czech Republic — 393,005 people, or 9.1 percent.
However, the highest rates of temporary protection recipients per thousand residents were recorded in the Czech Republic — 36.0, Poland — 26.4, and Estonia — 25.5, while the average rate in the EU was 9.5 per thousand people.
In Latvia, there are 16.84 people per thousand residents. This places the country in 9th place in Europe. In fact, Latvia has accepted more refugees from Ukraine than many wealthy EU countries.
As of October 31, 2025, Ukrainian citizens accounted for over 98.4 percent of all temporary protection recipients in the EU. Adult women made up 43.8 percent of the recipients. Minors accounted for nearly a third, or 30.8 percent, while adult men made up just over a quarter of the total — 25.5 percent.
