From the new year, the fee for glass containers in the deposit system will increase. Will beverage prices rise?

As of January 1, 2026, the participation fee for beverage producers in the deposit system for reusable and single-use glass packaging will increase, according to a decision by the board of the Public Utilities Regulatory Commission (SPRK).

The new tariff from SIA Depozīta iepakojuma operators (DIO), approved by SPRK, establishes that the participation fee for single-use glass packaging will increase by 0.8% – from €0.0487 to €0.0491 per unit.

In turn, the fee for reusable glass packaging of universal design will increase by 16.5% – from €0.062 to €0.0722 per unit, while the fee for individual reusable glass packaging will increase by 4.5% – from €0.0132 to €0.0138.

At the same time, the fee for single-use colored plastic packaging will increase by 8.4% – from €0.025 to €0.0271 per unit, while the fee for transparent plastic packaging will decrease by 9.1% – from €0.0219 to €0.0199.

A negative fee has been set for single-use aluminum packaging – minus €0.0095 per unit, while the participation fee for metal packaging will remain at zero.

The planned fees are set without value-added tax (VAT).

DIO previously explained that the increase in the participation fee is planned for all groups of glass and colored plastic packaging, primarily due to the fact that lower participation fees were established in 2025, allowing the use of accumulated profits from previous periods for these groups of packaging. The increase in the participation fee for single-use glass packaging is also related to the decline in prices for recyclable glass in the market.

DIO indicated that, in addition, the costs of servicing the system are increasing, and it is expected that the total amount of the fee paid for managing the deposit system, which DIO pays to retailers for accepting packaging, will increase by 4% compared to 2025. The most significant reason for this is the increase in wages for retail workers involved in the process of accepting deposit packaging.

DIO also noted that the greatest impact on the participation fee comes from the selling prices of recyclable materials, which are directly related to exchange and market prices for recyclable materials, management costs, the return rate of packaging, as well as the results of previous periods in each group of materials.

Although this concerns the fee for producers, beverage prices may also rise due to the increase in deposit system tariffs.

Previously, the participation fee for beverage producers in the deposit system was changed on January 1, 2025.
