This year, the flow of residents from Ukraine to Latvia remains moderate and stable - on average, 500-600 new refugees are registered each month, according to a draft action plan prepared by the Ministry of the Interior (MoI) for supporting residents of Ukraine in 2026.
As noted by the ministry, combat operations are still ongoing in Ukraine, while there remains a high risk of escalation of the armed conflict and its serious intensification.
In this regard, it is predicted that safe return to Ukraine for most refugees placed in European countries, including Latvia, will not be possible by 2025.
Considering this, an agreement was reached during the summer meeting of the EU Council of Ministers of Justice and Home Affairs to extend temporary protection for Ukrainian refugees until March 2027.
As of November 1, there were 31,281 individuals with valid temporary protection status registered in Latvia, including 13,785 adult women, 10,544 adult men, and 6,952 minors.
Since the beginning of the war, the status has been revoked for 30,223 individuals. As of November 3 of this year, 3,240 residents of Ukraine have been accommodated in Latvia using budgetary funds.
In August of this year, the Cabinet of Ministers decided that 39.7 million euros would be allocated in 2026 for the implementation of the support plan for Ukrainian residents in Latvia.
As noted by the Ministry of the Interior, given the reduction in funding and the flow of refugees, there is a need to reconsider the types and volumes of support provided by law. Amendments to the law on support for residents of Ukraine, which include a number of changes in the support provided, were adopted by the Saeima in the first reading on November 6.
