"The process has begun!" Karaganov proposed to transfer some of Moscow's functions to cities in Siberia. "Putin has already issued an order," and hundreds of corporations will be relocated from Moscow to Siberia.
According to the honorary chairman of the Presidium of the Council on Foreign and Defense Policy of Russia, one or several Siberian cities could take on some of the capital's functions.
"Undoubtedly, it is necessary (to transfer some of the capital's functions to cities in Siberia), and this process has already begun. The President of the Russian Federation has issued an order that 146 corporations must return to where they conduct their main activities. <…> And then transfer several ministries there," stated Sergey Karaganov.
He added that such functions could be transferred to one or several Siberian cities.
"We are currently developing a concept for new urban development in Siberia. <…> The idea is that Siberia needs to introduce new progressive, demographically friendly low-rise construction. And these are not million-plus cities, but cities with 50,000-100,000 residents located near large cities in the suburbs. I want to remind you that there are no large families in 'human warehouses'," noted Putin's advisor.
