After the additional amendments to the Traffic Rules, both regular and 'guest' parking permits can again be used in the yards of residential buildings, RNP reported to bb.lv.
A permit (pass) must be displayed in the vehicle in a visible place. The municipal police, as before, check parked cars in the yard only after receiving a call from residents, not on their own initiative.
The municipal police also confirmed that after the recent changes in the rules, they no longer need to obtain a list of vehicle registration numbers from the house for which permits have been issued.
Such a list would not be useful, as a permit displayed in a visible place is sufficient for verification. Furthermore, 'guest permits' are not tied to a specific vehicle, so it is impossible to indicate a license plate for them, explains RNP, clarifying the confusion caused by officials from the Ministry of Transport, who decided to change the parking rules in the yards but then changed their minds.
If there is no traffic regulation in the yard, but residents would like parking on the property to be allowed only with permits issued by the house, they are advised to contact their building manager. The management company will assist the house in making the necessary collective decision, organizing the installation of road signs, and issuing permits.
For most houses that have decided to regulate parking in the yard, two permits are provided for one apartment: a permanent permit for one specific vehicle with a registered license plate and one 'guest permit' for another vehicle regardless of its number.
In the spring of this year, the issuance of guest permits to clients was temporarily suspended, as there was no way to guarantee their use after previous changes to the Traffic Rules. Currently, the previous order has been restored, so residents can again obtain and use 'guest permits'.
